Leading the Region relates to how the County should position itself through implementation of STLCO 2050. St. Louis County is the leader in the region and the state, and this policy bucket aims to maintain that leadership.
These recommendations are all about strengthening partnerships, leading by example, and working together to make STLCO 2050 a success.

Develop specific criteria for the land bank to acquire, demolish, hold, and sell property.

Demonstrate stewardship of natural resources such as groundwater, wetlands, surface waters, environmental corridors, and bio-diversity and tree canopy.

Conduct targeted climate and energy outreach through workshops and educational campaigns, to provide information about available resources such as rebates for energy efficiency upgrades, renewable energy adoption, and sustainable transportation options.

Conduct a vulnerability and displacement study for the impact of weather extremes on housing and community infrastructure. Identify critical facilities, High risk areas, and vital and economic loss estimates.

Improve and refine emergency response and recovery management systems, and continue to collaborate with the state, local municipal and regional city departments, infrastructure and utility companies. Collaborate to effectively protect and serve County residents when preparing for and responding to emergency situations, such as natural disasters, bio-terrorism, infectious disease outbreaks, public health threats, and public health emergencies.

Develop a countywide planning dashboard for managing smart growth by tracking jobs/housing balance, infrastructure investment, incentives and funding awards, and other key metrics. This dashboard will assist Staff Review of planning submissions and inter-departmental coordination.

Initiate reoccurring coordination meetings with regional partners to plan and implement improvements to multi-modal transportation systems and provide connections between modes within and around St. Louis County.

Conduct a full review of STLCO 2050 every five years. This process should coincide with St. Louis County's process of preparing its Capital Improvement Program (CIP) and annual budget to ensure planning recommendations are aligned with St. Louis County's financial priorities.

The full review of STLCO 2050 should include a review of the possible land use scenarios as a means to evaluate its future land use policies. St. Louis County should coordinate with the East-West Gateway Council of Governments in running an 'exploratory' travel demand model to explore transportation impacts from future land use policies.

Create a staff position to support departmental coordination and manage partnerships to reduce vacant and abandoned residential property challenges.

Increase community-led interventions in partnership with local organizations like neighborhood associations to assist municipalities to target chronic dumping sites and help residents via volunteer clean-up days to make a difference in their community.
