The Big Policy Buckets

The 200 policy recommendations in STLCO 2050 are organized into Five Big Policy Buckets which are intertwined and connected to various topic areas. Each recommendation addresses multiple key issues and topic areas that lead to achieving the Five Desired Outcomes. The Plan recognizes and emphasizes that implementing the recommendations will require many local and regional partners.

Inclusive Economies

Inclusive Economies is all about opportunity. The recommendations within this bucket focuses on creating spaces for County residents and workers to earn a good living, the way they want. These policies ensure everyone has fair access to the jobs, resources, and economic growth necessary to move St. Louis County forward.

Leading the Region

Leading the Region shows how the County will position itself through implementation of STLCO 2050. St. Louis County is the leader of the region and the state, and this policy bucket aims to expand that leadership. These recommendations are all about strengthening partnerships, leading by example, and working together to make St. Louis a desirable region.

Sustainable Infrastructure

Sustainable Infrastructure includes the physical components that enable a community to function, including utilities, roadways, transit, waterways, and tree cover. These support the movement of people and goods on a day-to-day basis. The policies examine opportunities for the County to keep these systems strong, reliable, and affordable.

Responsible Growth

Responsible Growth is about how we continue to develop. Growth is good but it has to be smart. For the past 50 years, we have built without growing our population and workforce. These recommendations look at where and how the County should grow, with clear standards to make sure new development is high-quality and built to last for current and future residents.

Complete Communities

Complete Communities examines everything that is needed create a strong, connected neighborhood. This includes housing, jobs, public spaces, transportation, and parks. The recommendations identify what is needed to create a complete community not just Countywide, but in the various communities and neighborhoods that make up St. Louis County.

They fall into multiple policy buckets or address multiple key issues, and are related to various topic areas.
