Develop a publicly accessible land suitability analysis and plan to ensure no development occurs in the Highest risk, hazard, and environmentally sensitive areas including the officially designated 100- and 500-hundred-year flood zones, areas of significant topographical, and the seismic and geotechnical hazard zones.
