Complete Communities examines everything that is needed to create a strong, connected neighborhood. This includes housing, jobs, public spaces, transportation, and parks.
The recommendations identify what is needed to create a complete community not just Countywide, but in the various communities and neighborhoods that make up St. Louis County.

Enforce existing code enforcement ordinances while connecting property owners and neighborhood groups with resource and technical assistance providers to help address challenges.

Increase the annual number of home repair grants for low - and moderate-income homeowners by leveraging public funding with private resources.

Offer fee waivers, rebates, and fast-track permitting to encourage landlords to comply with the regulations of the Property Maintenance Code.

Increase the capacity of the Neighborhood Preservation Inspection team to enforce the Property Maintenance Code.

Coordinate and expand programming to address health risks related to home toxins, indoor air temperature and quality, water and energy conservation, building insulation, and building stabilization.

Leverage Community Development Block Grant and HOME Investment Partnership funds with St. Louis County Port Authority Community Investment Funds in communities of greatest need.
