Recommendation RG.31
Develop a Sustainable Communities Handbook and model ordinances to encourage sustainable design practices, such as maximizing energy efficiency; utilizing green energy; preventing habitat fragmentation; retaining / redeveloping the tree canopy; promoting stormwater retention, water conservation and building reuse; as well as maximizing inter-connectivity and utilizing public transit.

Encourage new conservation subdivisions and green neighborhoods to use the Leadership in Energy and Environmental Design – Neighborhood Development (LEED ND) and SITES rating systems.

Develop an environmental zoning overlay to preserve high-quality ecological resources and habitats.

Prioritize integrating Complete Streets Design Standards into major street projects, ensuring that streets prioritize safe and accessible space for pedestrians, cyclists, transit riders, and drivers.

Partner with neighboring counties, municipalities, and regional partners to identify and prioritize regional multi-modal projects, including secure bike storage, sheltered seating, and clear wayfinding improvements.

Establish County-wide mode share targets for active transportation and transit use, setting specific goals for annual increases based on current baseline data.

Expand safe pedestrian and bicycle connectivity in low-income areas through direct funding and resources toward completing sidewalks, adding crosswalks, and installing bike lanes or shared use paths to connect residents to essential services and transit networks.

Prioritize investments in pedestrian and bicycle infrastructure, such as sidewalks, crosswalks, bike lanes, and shared use paths, in areas with high foot traffic and limited connectivity to improve neighborhood access to transit, parks, and essential services.

Support the development of dedicated transit and high-occupancy vehicle lanes in congested corridors to provide alternatives to single-occupant vehicle travel.

Prioritize funding for implementation of safety improvements at unsafe access points, crossing conflicts and at-grade railroad crossings.

Maintain vacant lots and chronic dumping sites through regular mowing and cleanup. For publicly owned lots, dedicate sufficient funding to maintenance. For privately owned lots, hold owners responsible for maintaining their properties, and strategically use code enforcement to make sure problems that make properties look uncared-for are resolved.
