Steering Committee

The Steering Committee is a representative group of 24 community members of diverse interests and backgrounds that has helped guide the plan-making process. The Steering Committee has worked closely with the project team, deliberating on key components of the STLCO2050 Plan such as the vision, goals, and recommendations as they were developed and took shape. The Steering Committee also supported engagement, boosting communication efforts and encouraging those in their networks to participate in the planning process.

The Steering Committee’s Role:

  • Contribute to the development of STLCO 2050’s strategic framework including visions, goals, strategies, actions, and metrics to measure progress.

  • Consider how STLCO 2050 can align with other plans and initiatives.

  • Advise on plans for community engagement and receive updates on public input.

  • Attend public engagement events and meetings and encourage community participation.

  • Review significant work products of the planning process including existing conditions analysis, needs analysis, and development of land use scenarios.

  • Collaborate on STLCO 2050 recommendations and action planning.

March 28, 2024 - Greensfelder Recreation Center

Comprehensive Orientation and Vision Refinement

County Executive Dr. Sam Page thanked members for joining the group and conveyed his excitement for the Plan. Following his remarks, the project team described the opportunity the Plan presents for St. Louis County and explained the planning process. Feedback from members was gathered through a drivers-of-change exercise that involved group discussions on five topic areas that would evolve into policy buckets for STLCO 2050: Population Stagnation, Infrastructure Cost-Burden, Jobs-Skill Mismatch, Housing Diversity & Affordability, and Social & Environmental Resilience.

Success Measures, Potential Barriers, and What is Working Now

Steering Committee members, grouped by areas of expertise, offered the metrics of success in their industries, common barriers, and historically effective strategies. Feedback collected from this meeting contributed to the development of policy priorities for the Plan as well as measures used to track implementation.

Potential Futures

The Steering Committee mapped potential futures for the County. Members suggested new transportation routes, locations for housing and parks, and other services to support their ideal future state. Unrestricted by current constraints, members offered creative solutions that the Plan can work toward over time. Feedback received also helped the team identify policies and programs that support multiple futures, with the potential to make the county more resilient to whatever the future holds.

February 27, 2025 - Virtual

Policy Recommendations

County Executive Dr. Page gave introductory remarks, conveying his ongoing support of the planning effort. Following a brief staff presentation on public input from the November open houses, Committee members broke into topical groups to discuss the Plan’s drafted policy recommendations. Members suggested strategies to support specific recommendations and offered higher-level perspectives on how the County should position itself during the implementation process.

June 17, 2025 - Virtual

Draft Plan Presentation

Coinciding with the debut of the full draft of STLCO 2050: An Equitable and Sustainable Comprehensive Plan during the public comment period in June 2025, the project team presented the plan to the Steering Committee. County Executive Dr. Page kicked off the meeting by thanking the Steering Committee members for the dedication of their time and talents to the creation of STLCO 2050. The project team then walked through the component pieces of the comprehensive plan website and its utility during implementation.
